1+X证书制度背景下高职“双师”结构教师队伍培养路径研究

摘要 1+X证书制度是国家职业教育制度设计的重大创新,是新时代职业教育的产物,而教师队伍建设是关键,决定了1+X证书制度的实施成效。文章在反思高职院校教师队伍建设的基础上,分析得出1+X证书制度背景下高职“双师”结构教师队伍建设普遍面临的困境。要打造一支能够满足教学与培训需求的“双师”结构教师队伍,政府应持续深化“放管服”改革,激发企业参与职业教育的内生动力;高职院校要积极响应《国家职业教育改革实施方案》号召,多方联合打造一支跨界融合的高水平“双师”结构教师队伍,制订“双师”结构教师队伍建设方案,尽快出台“双师”结构教师队伍激励机制,实行教师年终考核末位淘汰。 As the product of vocational education in the new era,1+X Certificate system is a major innovation in the design of national vocational education system.The construction of teaching staff is the key to determining the implementation effect of 1+X certificate system.based on reflections on the construction of teaching staff in vocational colleges,this paper analyzes the difficulties facing vocational colleges on the background of 1+X certificate system.In order to build a team of"dual-qualified teachers"which can meet the needs of teaching and training,the government should continuously deepen the reform of"releasing,management and service"and stimulate the endogenous motivation of enterprises to participate in vocational education.Vocational colleges should respond positively to the call of the Implementation Plan for National Vocational Education Reform.A high-level team of"dual-qualified teachers"with cross-border integration should be constructed with joint efforts to formulate a construction plan,form an incentive mechanism as soon as possible,and carry out“forced ranking”in teachers’performance evaluation.
