综合素质评价省级评价系统建立健全研究

摘要 综合素质评价是新高考改革的重难点内容,其难以实施的主要障碍在于应然性与实然性存在冲突,使高中综合素质评价与高校综合“参考”评价无法形成有机联系。形成有机联系的关键策略在于建立必要的转化机制,即构建省级综合评价系统。省级综合评价系统应包括评价的内容与标准、评价的方法与流程、监督与奖惩协作机制、全面与个性协同机制,以有利于修补先赋性弱势,促进教育公平公正;有利于弥补个性化不足,促进学生特色发展;有利于矫正异化型教育,推动教育健康发展;有利于养成自觉性习惯,提升社会公德水平。 Comprehensive quality evaluation is an important and difficult content in the newcollege entrance examination reform.The main obstacle to its implementation lies in the conflictbetween the necessity and the reality,which prevents the comprehensive quality evaluation of highschool and the comprehensive"reference"evaluation of colleges and universities to form an organiclink.The key strategy to form an organic link is to establish the necessary transformationmechanism,that is,to build a provincial comprehensive evaluation system.It is found that theprovincial comprehensive evaluation system should include the content and standard of evaluation,the evaluation method and process,the cooperation mechanism of supervision and reward andpunishment,and the comprehensive and individual collaborative mechanism.In this way,it isconducive to repair the inherent weakness,promote education fairness and justice,make up forthe lack of individuality,promote the development of students’characteristics,correct thealienated education,promote the healthy development of education,cultivate conscious habits andimprove the level of social morality.
