摘要 随着城市规模的扩大,城市特别是超大城市面对的风险日益多样和复杂。精细化管理是有效防范常态风险、潜在风险、突发风险,提升城市风险治理能效的路径。提升精细化管理能力,应着力机制创新,协同不同主体力量补足各种治理短板;应抓住城市数字转型的机遇,提升城市风险的感知力、管控力和处置力;应以持续升级的理念不断改进,实现风险治理的质量变革、效率变革、动力变革。 With the expansion of city scale,the risks faced by super-large cities are more and more varied,complex and superimposed.Refined management is an effective way to prevent normal risk,potential risk,sudden risk and improve the energy efficiency of urban risk management.In order to improve the ability of refined management,we should focus on innovation of mechanism,cooperate with different main forces to fill all kinds of shortcomings of governance;we should seize the opportunity of urban digital transformation,enhance the perception,control and disposal of urban risk;we should constantly upgrade the concept of continuous improvement,to realize the quality,efficiency and power of risk management reform.
