摘要 社会治理智能化的核心是将科学技术融入社会治理之中,从而起到更好的治理效果。社会治理智能化对于提高社会治理水平具有显著的促进作用,但也面临公众参与持续低迷、数据孤岛更加凸显、信息不对称更加明显、个人隐私受到挑战等现实困境。社会治理智能化过于依赖政策驱动,政府治理理念尚未完全转变,以及技术对社会治理的影响尚未得到正确认识是造成这些现实困境的主要原因。为此,政府应当转变治理理念,严格落实公众参与制度,建立社会治理大数据分析系统,切实保障数据安全,以及应当继续发挥线下办理的作用。 The core of social governance intelligentization is to integrate science and technology into social governance,so as to achieve better governance effect.The intelligentization of social governance plays a significant role in improving the level of social governance,but it also faces some practical difficulties,such as the low degree of public participation,the existence of data islands,the more obvious information asymmetry,and the challenge of personal privacy.The main reasons for these dilemmas are that the intelligentization of social governance relies too much on policy,the concept of government governance has not been completely changed,and the influence of technology on social governance has not been correctly understood.Therefore,the government should change the concept of governance,strictly implement the public participation system,establish the big data analysis system of social governance,effectively guarantee data security,and continually make use of offline management.
