国家中心城市建设背景下的交通“城市病”治理——基于西安市居民出行方式选择的调查

摘要 西安作为国务院正式批复的第9个国家中心城市和"一带一路"战略重要的节点城市,特殊的区位优势和政治地位决定了解决交通"城市病"的迫切性。基于西安市11个辖区居民出行方式选择和交通状况感知的问卷调查得出,随着"互联网+交通"的出现,本地居民在出行方式上的选择日趋多元;时间、经济性和安全性成为影响居民出行选择的三大因素;公众认同共享出行方式但表示有条件支持,显示出交通新业态仍有发展空间。结合2015年中央城市工作会议精神,提出构建"以公共交通为主体,共享出行为补充"的综合交通体系,政府应优化城市功能空间布局、配置高质量交通资源、依托先进技术进行交通研判、建立健全交通政策法规、培育良好的出行文化;以交通企业为代表的行业主体应积极探索新旧交通业态的融合发展;公众则应树立主体意识,积极践行绿色低碳文明共享的出行理念,进而形成交通"城市病"治理的三方合力。 As the ninth national central city approved by the State Council of the PRC officially,and an important node city of the"One Belt One Road"strategy.The special location advantage and political status determine the urgency of solving the traffic"urban disease"of Xi’an.based on a questionnaire survey on the travel mode choices and traffic situation perception of residents in eleven districts of Xi’an.It is concluded that with the emergence of"Internet+traffic",local residents have diversified travel modes increasingly,time,economy and safety become the influencing factors for residents’travel choices.The Public agree with shared travel modes but support conditionally,showing that the new transportation formats still have the growth space.Combining with the spirit of the 2015 Central Urban Work Conference,it is proposedto build a comprehensive transportation system that"takes public transportation as the main body and shared travel mode supplements".Government should optimize the layout of urban functional space,allocate high-quality transportation resources,research into and judge the traffic conditions by advanced technology,establish and improve the traffic laws and regulations and cultivate a good travel culture.Industrial entities represented by transportation companies should actively explore the integration and development of new and old transportation formats;the Public should establish a sense of subject and practice the green,low-carbon,civilized and shared travel concept actively.All of the above three parties can work together for the governance of"Urban Diseases".
