摘要 从城市内部自下而上寻求提高城市治理能力、推进城市创新和繁荣之道是城市治理体系和治理能力现代化的重要内容。以杭州市余杭区东湖街道为个案的研究表明,微治理不仅有效地整合了基层党组织、基层人大的政治功能与资源,而且有效地整合企业、高校和社区等的社会功能与资源,成为基层落实行政任务、破解城市治理难题的重要方式。同时,微治理激活了社会机制和社会活力,潜在地构建了居民的社会身份,增强了社区社会韧性,提升了社区内生能力。探索城市治理的有效路径,应该从既有治理架构和社会内在机理出发,鼓励基层探索,尊重基层首创精神,弥补行政化、市场化和数字化措施带来的短期效应,重组城市各类治理主体及其资源,提升全要素生产率,构建城市治理共同体。 Seeking to improve urban governance capabilities,promoting urban innovation and prosperity from the bottom of the city is an important content of promoting the modernization of urban governance systems and governance capabilities.based on the case of Donghu Street,Yuhang District,Hangzhou City,this paper studied ways to improve urban governance capabilities.It was concluded that micro-governance not only effectively integrated the political functions and resources of grassroots party organizations and people’s congresses,but also effectively integrated the social functions and resources of enterprises,colleges,and communities,and micro-governance had become a new method that effectively implemented the increasing administrative tasks at the grassroots level and solved the problems of urban governance.At the same time,micro-governance activated social mechanisms and social vitality,potentially enhanced the social identity of community residents,strengthened the social resilience of the community,and enhanced the endogenous capacity of the community.The effective path of urban governance should start from the existing governance structure and the internal mechanism of society,and encourage the exploration and pioneering spirit of the grassroots,and find a feasible path to make up for the short-term effects of administrative,market-based and digital measures,and restructure various urban governance entities and their resources,and improve total factor productivity,and build a urban governance community.
