摘要 近年来,作为我国大众创业、万众创新的代表性城市,北京、上海、深圳持续推进"双创"向更大范围、更高层次、更深程度拓展,激发市场活力和社会创造力,带动新旧动能转换和经济结构升级,为促进城市经济增长提供了有力支撑。三地在创新投入、创新资本、创新企业、创新政策、创新链条、创新人才等方面的现状基础不尽相同,政策做法各有侧重,为在比较中发现上海的优势与短板,借鉴京、深两地经验,取长补短,课题组赴深圳、北京等地开展面向政府部门、科研院所、新型研发组织的调研,并围绕提升创新服务水平、加大制度创新步伐、完善双创生态环境等方面提出对策建议。 In recent years,as the representative cities of mass entrepreneurship and innovation in China,Beijing,Shanghai and Shenzhen continue to promote the expansion of"mass entrepreneurship and innovation"to a larger scope,a higher level and a deeper degree,stimulate market vitality and social creativity,drive the transformation of new and old kinetic energy and upgrade economic structure,and provide strong support for promoting urban economic growth.The three cities discussed here are at different levels of innovation investment,investment capital,innovation enterprises,innovation policies,innovation chains,innovation talents,and prioritize different sides when making policies and carrying out policies.In order to find the advantages and disadvantages of Shanghai in comparison,learn from the experience of Beijing and Shenzhen,and learn from each other,the research group of Shanghai development and Reform Institute went to Shenzhen,Beijing and other places to carry out research activities for government departments and departments Research institutes and new R&D organizations,and put forward countermeasures and suggestions on improving the level of innovation services,increasing the pace of institutional innovation,and improving the ecological environment of innovation and entrepreneurship.
