摘要
新时代完善中国特色大学治理体系,不仅要健全校级层面的治理基本框架,还要立足高校组织属性及其发展的阶段性,将权力及资源要素配置到最合适的管理层级,使之拥有相应的办学控制权。高校控制权本质上是大学内部管理中的组织决策权和资源分配权。高校控制权能够分割,将诸种控制权在校院系之间进行分配和组合,形塑了完全不同的校内权威关系、治理方式和管理重心定位。A大学的案例检验显示,在学校保留正式权威的前提下,根据其发展类型和组织结构特征,实时下移有关决策和资源配置的实际控制权,既有利于实现组织目标和绩效,也有益于增强管理弹性,引发推陈出新的治理能力。
In order to improve the university governance system with Chinese characteristics in the new era,there is a need to improve the basic governance framework at the university level,and allocate the power and resource elements to the most appropriate management level based on the organizational attributes and development stages of universities,so that they can have the corresponding school running control.The spirits of university control rights are the rights of organization decision-making and resource allocation in university internal management.The power of control in higher education institutions can be divided,distributed and combined among institutions,which forms a completely different authority relationship,governance mode and management focus.The case study of a university shows that,on the premise of retaining the formal authority of the university,according to its development type and organizational structure characteristics,the real-time downward transfer of the actual control of decision-making and resource allocation is conducive to the realization of organizational goals and performance,but also conducive to enhancing management flexibility,leading to the innovation of governance ability.
