韧性视角下低碳城市建设方法与建议--以厦门市为例

摘要 低碳城市建设是实现我国碳排放达峰和增强城市韧性的重要手段,但鲜有以具体城市为例系统性地对低碳城市建设的方法、成效进行总结和反思。基于厦门市10年低碳城市建设实践,阐述了以低碳型城市形态为总体布局,各行业管理为支撑,具体工作方案来落实的低碳城市建设方法。针对实践过程中的不足,提出以下4个方面的建议:一是编制低碳城市专项规划来引领统筹;二是加强对低碳城市建设进展和效果的评估,增强对规划设计方案的低碳评价;三是深化海绵城市建设、防洪排涝、防灾减灾等提升城市适应能力;四是增强现有研究的可信度与实用性,精细化相关规划与设计。 Low-carbon city construction is important to peaking carbon dioxide emissions and increasing city resilience.However,there is few systematic study on the method,effects and rethinking of low-carbon city construction at city level.By summarizing 10 year experience,we reveal the city shape formation-industry management-implementation plan method.We make four suggestions on shortcomings during low-carbon city construction.Firstly,Xiamen needs special planning to coordinate low-carbon city construction.Secondly,low-carbon city planning and design need reasonable progress and effect assessment.Thirdly,to improve the ability to adapt climate change by constructing sponge city,food control,disaster prevention,etc.Fourthly,to enhance credibility and practicability of scientific research,and refine related plan and design.
