摘要 本文在异质性企业模型框架下研究了政府政策影响企业对外直接投资的微观机制和福利效应,系统梳理并测算了对外投资相关的产业政策,利用2004-2013年中国工业企业数据库数据和商务部境外投资企业名录,就产业政策如何影响对外直接投资的生产率临界值和平均值进行经验研究,并通过数值模拟考察产业政策的福利影响。研究结果表明:产业政策支持降低了对外直接投资临界生产率和平均生产率;不同类别的产业政策的影响存在明显差异;在政府预算中性的假设下,适度的政策支持能够提高社会福利。 This paper studies the micro mechanism and welfare effect of government policies to promote outward foreign direct investment(FDI)under the framework of heterogeneous firm model.Drawing upon systematical analysis of Chinese context,we describe the evolutionary changes of outward FDI-related industrial policies.Using China Industry Business Performance Data and Outward FDI List from Ministry of Commerce in 2004-2013,we find significant evidence that industrial policy support decreases the outward FDI cutoff and the average productivity.There are obvious differences in the impacts of different types of industrial policies on outward FDI.This paper also examines industrial policies'welfare impact through numerical method.The result shows moderate industrial policy support improve welfare.
