摘要 自改革开放以来,社会力量进入医疗服务系统从最初的科室承包,逐渐发展为一股具有相当影响的医疗服务力量,并在2020年的新冠肺炎疫情应对中发挥了一定的作用。社会力量举办医疗机构在新医改和健康中国战略的实践过程中也遭遇了不断自我否定的经济伦理困境,挣扎在经济效益与社会效益的艰难选择中。因此,必须在现有公立医疗卫生服务体系之中探寻精细化管理、差异化服务的实践中实现健康中国战略的发展。 Since the reform and opening-up,social sectors have,in the course of entering into the medical service system,gradually transformed from the office-contract into some medical force of great influence and played an important role in the response to the epidemic of COVID-19 in 2020.Medical institutions established by social sectors were also economically and ethically stuck in adversity,with continuous self-denial in the practice of new medical reform and“Healthy China Strategy”.Struggling in the dilemma of economic and social benefits,these social sectors must explore a way of refined management in the existing public medical service system,and pave the way for implementing“Healthy China Strategy”by trying service in diversity.
