摘要 经济、就业和教育问题的“推波助澜”,人口、就业、教育、GDP数据的客观导向和新增高职专业的“抛砖引玉”、地方政策的主动推行与中职生的就业困境等一系列焦点事件的发酵构成了政策出台的问题源流;政府部门的决策提案、专家学者的政策建议和高职院校的意见表达构成了政策出台的政策源流;政府管理变革、执政理念变化和国民情绪影响构成了政策出台的政治源流。三大源流共同作用,开启了政策之窗,实现了高职扩招政策的议程设置与出台。 The present study made a comprehensive analysis on the agenda setting of enrollment expansion in higher vocational colleges based on the multiple streams theory.Analysis showed that a series of factors,such as the influences of economy,employment and education,the objective guidance of population,employment,education and GDP data,the increase of new majors in higher vocational colleges,the active implementation of local policies and the employment dilemmas of secondary vocational school students,have constituted the problem stream of policy introduction.The proposals of government branches,the policy advices of specialists and the opinions of higher vocational colleges have constituted the policy stream.Furthermore,the reform of government management,the change of governing concepts and the national mood have constituted the political stream.The three streams have worked together to gain policy support and realize the agenda setting and introduction of enrollment expansion in higher vocational colleges.
