摘要 [目的/意义]在大国竞争日渐激烈的非常时期信息迷雾日益凸显,明晰和破除信息迷雾、防止战略误判是一项紧迫而严峻的情报工作。[方法/过程]文章通过阐述信息迷雾的由来,明确信息迷雾是国家战略竞争中不可忽视的重要对象,以美国对华及其他国家所实施信息迷雾和成本欺诈的案例,进一步分析其制造信息迷雾的意图及能够得逞的原因。[结果/结论]分析发现,受施国对施加国所形成的路径依赖、规则依赖和对抗依赖是信息迷雾始作俑者达成目的的重要原因。如要防范和破除信息迷雾造成的消极影响,就必须立足国家利益、树立底线思维、掌控真实情况,要以事物对象的自身规律为参照,增加成本视角的思考,审慎看待西方的话语和术语概念,对信息迷雾的发起方进行全面细致的情报工作,正确进行战略判断。 [Purpose/significance]In the extraordinary period of increasingly fierce competition among great power countries,the disinformation has become increasingly prominent.Therefore,it is an urgent and severe intelligence work to clear and break the disinformation and prevent strategic misjudgment.[Method/process]By expounding the origin of disinformation,this paper makes it clear that an important object that cannot be ignored in national strategic competition.Taking the cases of disinformation and cost-imposing implemented by the United States to China and other countries as examples,this paper further analyzes the intentions behind the disinformation and the reasons for its success.[Result/conclusion]It is found that the path dependence,rule dependence and confrontation dependence of recipient country on initiator are the important reasons for the success of the disinformation.There are three important aspects to prevent and get rid of the negative impact of disinformation:taking the law as the reference,thinking from the perspective of cost,and being prudently for the western utterance and academic concepts.On this basis,we should take our own national interests as the basis,control the real situation,establish bottom line thinking,conduct comprehensive and detailed intelligence work on the competition initiator to make correct strategic judgment.
