摘要 党的十九届五中全会通过的《中共中央关于制定国民经济和社会发展第十四个五年规划和二〇三五年远景目标的建议》强调“优先发展农业农村,全面推进乡村振兴”,旨在“推动形成工农互促、城乡互补、协调发展、共同繁荣的新型工农城乡关系,加快农业农村现代化”。“十四五”期间,农业农村发展要以“美化村庄,优化乡镇,强化县城”的“三化”实现乡村空间合理布局为前提;以“创造价值模块,创建产业平台,创新跨界融合”的“三创”实现乡村产业兴旺为基础,以“发展数字农业,培育数字农民,建设数字乡村”的“三数”提升乡村能力为保障,以“工业与农业融合,城镇与乡村融合,市民与农民融合”的“三融”实现新型工农城乡关系为目标,不断推进我国农业农村现代化建设。 The Party leadership's proposals for formulating the 14th Five-Year Plan(2021-2025)for National Economic and Social Development and the Long-Range Objectives Through the Year 2035 adopted at the fifth plenary session of the 19th CPC Central Committee stresses“the priority of agricultural and rural development,and the full-scale promotion of rural vitalization”so as to“formulate a new industry-agriculture relationship of mutual supplementation,coordinated development and common wealth”.We hold that rural development should aim at beautifying the villages,optimizing the townships and strengthening the county seats to arrange the rural space,taking“the creation of value module,industrial platform and cross-border melting”as the base of rural vitalization,realizing the digitization of agriculture,farmers and villages to boost the rural capacity,and forging a new industrial-agricultural urban-rural relationship through“the integration of industry and agriculture,city and countryside,and city dwellers with farmers”.This is the core of promoting China's agricultural and rural modernization.
