摘要 开展高等教育第三方评估是提升高等教育质量的内在要求,是扩大高等教育参与的外在表现,是创建高等教育特色的中介桥梁,是高等教育质量评估的发展趋势。在高等教育第三方评估机制中,评估生态环境是前提,评估价值理念是灵魂,评估机构能力是直接反映,评估公众满意程度是外在体现,而在我国的高等教育第三方评估本土化过程中,这四个方面都不同程度地存在一定的问题,导致高等教育第三方评估机构特性的缺失和功能的失效。因此,必须做到创造宽松自由的评估生态环境,树立开放多元的评估价值理念,形成科学成熟的评估机构能力,达到正面高涨的公众满意程度。 The third-party higher education evaluation is the inherent requirement for the improvement of the higher educationquality,it is also the external performance of increasing participation,as well as an intermediary bridge of creating the characteristics of higher education,it reflects the development trend of the higher education quality evaluation.In the third-party evaluation mechanism,assessment of the ecological environment is the premise,assessment of the value concept is the soul,assessment of institutional capacity is a direct reflection,the public satisfaction is an external manifestation,however,in the localization process of higher education third-party evaluation in China,there are problems of different degrees in these four aspects,resulting in the absence of features of higher education third-party evaluation institutions and the failure of itsfunctions.Therefore,it is necessary to create a relaxed and free evaluation ecological environment,establish an open and diversified evaluation value concept,form a scientific and mature evaluation institution capacity,and achieve a positive public satisfaction.
