摘要 博士后制度作为高层次人才供给的重要途径之一,为国家发展作出重要贡献。目前,我国博士后制度依然处在探索发展阶段。广而全的泛精英化发展模式致使博士后制度的实施效果大打折扣,博士后制度改革的呼声愈发高涨。而“超级博士后”制度的确立标志着当前博士后人才培养制度的升级与转型。然而,作为初生之物,其制度还存在概念与遴选条件模糊不清、选才门户存在偏见,以及制度供给与治理模式单一等诸多问题和不足。未来,“超级博士后”制度应打破选才藩篱,秉持公平与开放原则揽四海人才;加快“超级博士后”人才培养生态链上的相关配套制度改革;治理与决策由“单一集中”模式走向“多元民主”模式,以便提高“超级博士后”制度的生命力和适应力。 Post-docs are top talents and an invaluable asset of our country. China recently launched a "Super-Doctoral Researcher Incentive Program" to give full support to post-docs working on strategic research fields of the country. Nevertheless,the new program has drawn mix responses and even harsh criticism,esp. with regard to its unspecific vague objectives,rigid qualifying criteria and bureaucratic governance model. To improve its productivity and adaptability,the program need to: relax its eligibility requirements and remain open to applicants from around the world;provide post-docs with sufficient institutional support in addition to financial incentives so as to build a thriving talent ecosystem;adopt a more decentralized governance model to encourage effective multi-stakeholder engagement.
