摘要 铁路技术标准是铁路建设和运营能够安全、高效实施的基本保障,目前我国铁路技术标准体系建设已步入到发展的新时期,我国铁路技术标准体系的发展与欧美等西方发达国家相比具有自己的特点。运用综合分析和对比分析法,分别从技术标准制定机构、构成特点、划分阶段、认证制度及制修订差异等方面,对中美两国不同文化背景、政治态度、经济条件下的铁路技术标准进行分析。通过将制定前、实施过程中及实施过程后3个方面进行对比,提出我国铁路技术标准进一步发展的建议与措施,对完善我国铁路技术标准体系建设、推动铁路技术标准高质量发展、加快国际化发展步伐及促进与国际技术标准体系接轨具有重要作用。 Railway technical standards are the basic guarantee for the safe and efficient implementation of railway construction and operation.At present,the construction of railway technical standard system has entered a new period of development,while the development of railway technical standard system in China has its own characteristics compared with western developed countries such as Europe and the United States.based on the comprehensive analysis and comparative analysis,this paper makes a comparative analysis on the three aspects before,during and after the establishment of railway technical standards in different cultural backgrounds,political attitudes and economic conditions.The suggestions and measures for the further development of China’s railway technical standards are further summarized,which play an important role in perfecting the construction of China’s railway technical standard system,promoting the high quality development of railway technical standards,speeding up the pace of international development,and promoting the integration with the international technical standard system.
