摘要 建设新型农村社区对于实现乡村治理现代化、完善乡村公共服务、改善乡村人居环境具有重要意义。但在各地实践过程中,也出现了不尊重农民意愿、不考虑后续保障,盲目推进新型农村社区建设的现象,引发了诸多社会矛盾。本文在回顾新型农村社区发展历程、梳理现状问题基础上,结合乡村振兴战略重构“新型农村社区”概念,建议以“农村社区”引领新时代乡村社会治理,以“农村住区”引领乡村人居环境建设,因户施策统筹推进农村社区和农村住区建设,同步实现乡村治理和人居环境现代化。 The construction of new rural communities is of great significance to the modernization of rural governance,the improvement of rural public services and the improvement of rural living environment.However,in the process of practice,there are some problems such as not respecting the wishes of farmers,not considering the follow-up security,and blindly promoting the construction of'new rural community'.On the basis of reviewing the development process of rural communities and combing the current problems,this paper suggests that'rural community'should lead the rural social governance,and'rural residential area'should lead the construction of rural living environment.Through the improvement of supporting policies,promote the construction of rural communities and rural residential areas,and realize the modernization of rural governance and human settlements.
