摘要 在实施乡村振兴战略和社会治理重心下移的双重背景下,公众参与成为乡村规划建设管理决策的关键一环。如何在村庄规划基础上探索更具普适性和操作性的参与式规划途径,是当前规划理论和实践迫切需要解决的问题。文章总结提炼参与式规划的现有理论与新内涵,进而结合福建省乡村振兴试点示范村——九峰村的村庄规划实践,探索在农村地区开展参与式规划的工作重点及方法,为培育现代乡村治理体系提供规划实施路径。 Under the background of the implementation of rural revitalization strategy and the focus of social governance moves downward,public participation has become a key of decision-making through planning,construction and management in rural.In order to explore a more universal and operational participatory planning approach,this study first summarizes and refines existing theory and new connotation of participatory planning.Second,it combines the practice of village planning in Jiufeng,a pilot village of rural revitalization in Fujian Province,to explore the key points and methods of participatory planning in rural areas.Finally,it summarizes planning implementation path for cultivating modern rural governance system.
