摘要 作为马克思主义贫困与反贫困理论的中国化成果,中国共产党贫困治理理论是在中国扶贫实践中形成的,经过历代党和国家领导人的发展与完善,最终成为基于中国扶贫开发实践的社会主义建设理论成果。文章围绕中国共产党贫困治理理论的形成发展过程,按照不同时期的演进特征划分为萌芽、形成、发展和成熟四个时期,每一个历史时期都有不同的扶贫战略和主要政策,形成七个阶段的贫困治理实践。通过回顾建党百年来中国贫困治理进程中的伟大成就,分析、总结不同历史时期贫困治理的庄严承诺和实践探索,有助于更好地了解中国贫困治理战略与政策的演进。 As a result of the sinicization of Marxist poverty and anti-poverty theory,the theoretical system of China’s poverty alleviation and development thought was formed in the practice of China’s poverty alleviation.After the development and improvement of successive generations of national leaders,it eventually became a fruitful socialist construction accomplishment based on China’s poverty alleviation and development practice.This article focuses on the formation and development process of the Chinese Communist Party’s poverty governance theories,which is divided into four periods:budding,formation,development,and maturity according to the evolution characteristics of different periods.Each historical period has different poverty alleviation strategies and main policies,forming seven stages of poverty governance practice.By reviewing the great achievements of China’s poverty governance and development process in the past century since the founding of the communist party,as well as analyzing and summarizing the solemn commitments and practical explorations of poverty governance in different historical periods,it will help better understand the evolution of China’s poverty governance strategies and policies.
