摘要 为提升我国水利水电施工企业应急管理水平,针对水利水电施工企业在应急管理方面存在的主要问题,以生产安全事故应急预案编制、演练等管理为切入点,指出了水利水电施工企业生产安全事故应急预案管理应注意的重点环节:(1)压实企业应急预案管理的主体责任;(2)加强企业应急预案的体系化建设;(3)强化事故风险辩识、评估和应急资源调查;(4)重视应急预案的论证(评审)、备案与演练等环节。提出了相应的措施和建议,对水利水电施工企业在应急预案的编制与演练、应急管理水平的提升方面提供了有益参考。 In order to improve the emergency response management level of water conservancy and hydropower construction enterprises,aiming at the main problems in the emergency response management,the following key links in the management of emergency response plans for production safety accidents were pointed out,in terms of emergency response plan preparation and rehearsal management of production safety accidents:(1)the main responsibility of the enterprise emergency response plan management should be made clear;(2)the systematic establishment of the enterprise emergency response plan should be strengthened;(3)the accident risk identification and assessment,emergency resource investigation should be focused;(4)the demonstration or review,filing and rehearsal of the emergency plan should be paid attention to.The corresponding measures and suggestions for each of the above links were put forward,which will provide useful help for water conservancy and hydropower construction enterprises.
