“自我教育力”驱动的教师能力发展——评《东南亚教师能力框架》

摘要 东南亚教育部长组织于2018年7月联合其他组织出台了《东南亚教师能力框架》,这是为落实该组织2015年提出的"振兴教师教育"战略而采取的一项重要举措。该框架从教师自我发展的视角明确了新形势下东南亚教师应该具备的关键能力、一般能力、使能能力及其成功行为描述,并提供了一套自我评估工具和能力提升的路径建议。教师能力发展的力量源泉是教师的自我教育。《东南亚教师能力框架》的专业引导性意义和区域合作性意义决定了东南亚教师能力发展需要以"自我教育力"作为驱动。同时,这套框架也启发我们关注教师能力标准构建的"自我"逻辑、教师教育对教师自我教育意识的激发以及教师在跨国互动交流中的"自我"成长。 In July 2018, Southeast Asia Ministers of Education Organization, together with other organizations, introduced the Southeast Asia Teachers Competency framework. This is actually an important initiative to implement the strategy of "Revitalising Teacher Education" proposed by the organization in 2015. From the perspective of teachers’ self-development, the framework clarifies the essential competencies, general competencies, enabling competencies and success descriptors that Southeast Asian teachers should have under the new situation. It also provides a set of assessment tools and suggestions for competency improvement. The source of teachers competency development is teachers’ "self-education power". The professional guidance and regional cooperative characteristics of this framework determine that the development of Southeast Asian teachers’ competencies needs to be driven by "self-education power". At the same time, this framework provides insights in the construction of teachers’ competency standards, in the stimulation of teachers’ self-education awareness in teacher education, and in the transnational interaction and exchange of teachers for self-growth.
