摘要 乡村振兴和新型城镇化融合发展是推进现代化建设、实现城乡共荣的必然要求。基于乡村振兴和新型城镇化的目标内涵,结合“人地钱”要素分析,剖析两者融合发展的内在机理。受城乡发展理念滞后、要素流动不畅、产业发展脱节、公共资源配置不合理等因素制约,乡村振兴和新型城镇化融合发展水平不高。为此,要加强顶层设计与分类指导,建立健全促进城乡要素双向自由流动的体制机制和政策体系,建设工农互促全面融合的城乡现代产业体系,加快城乡基本公共服务和基础设施一体化进程,协同推进城乡治理体系与治理能力现代化,全面提升乡村振兴和新型城镇化融合发展水平。 The integrated development of rural vitalization and new urbanization is an inevitable requirement for promoting the modernization and realizing the common prosperity of urban and rural areas.based on the connotation of the goal of rural vitalization and new urbanization,combined with the element analysis of“people,land and money”,the internal mechanism of the integration of rural vitalization and new urbanization is analyzed.Restricted by factors such as the lag of urban and rural development concept,the unsmooth flow of factors,the disconnection of industrial development and the unreasonable allocation of public resources,the level of the integrated development of rural vitalization and new urbanization is not high.Therefore,it is necessary to strengthen top-level design and classify guidance,to establish and improve the institutional mechanism of two-way free flow of elements between urban and rural areas,to build a modern industrial system of urban and rural areas with mutual promotion and comprehensive integration of industry and agriculture,to accelerate the integration of the basic public services and infrastructure of urban and rural areas,to promote the modernization of urban and rural governance system and governance capacity,so as to comprehensively promote the development level of the integration of rural revitalization and new urbanization.
