摘要 为进一步推进海绵城市建设、改善城市生态环境质量、落实生态文明建设理念,首先介绍了美国、日本、德国、澳大利亚国家雨洪管理的发展历程、相关法律法规及建设成效,然后从国家、省域、城市、企业四个层面分析了中国海绵城市建设进展、特点及经验。最后通过对国内外海绵城市建设对比分析,总结出国内外海绵城市建设过程中形成的共识,即建立健全的法律法规、构建完善的管理机制、重视基础设施的升级改造、积极展开对外宣传。 In order to further promote the sponge city construction,improve the quality of urban ecological environment,and implement the concept of ecological civilization construction,the development history,relevant laws and regulations,and construction achievements of the flood management in the United States,Japan,Germany and Australia are firstly introduced.Then the progress,characteristics and experience of sponge city construction in China are analyzed from the four levels of country,province,city and enterprise.Finally,through the comparative analysis of sponge city construction at home and abroad,the consensus formed in the process of sponge city construction at home and abroad is summarized,including establishing sound laws and regulations,structuring an impeccable management mechanism,highlighting the upgrading of infrastructure and carrying out external publicity actively.
