乡村振兴视域下基层党组织效能建设研究

摘 要：基层是国家的基础，基层治理是国家治理的基础，同时也是国家治理的重要支撑。国家治理现代化对基层治理提出了要求、指明了方向，同时也意味着基层治理现代化。由于基层治理的基层性，新时代基层党组织及其公职人员等方面分别存在治理理念、政治素质和文化素质等的有限性，从而导致基层党组织公权力运行“出轨”、“懒政”等许多负面现象。因此，通过对基层党组织公权力运行进行理念更新、资源整合、过程监控、结果公示和反馈等环节，提高新时代基层党组织公权力运行效能和提升基层党组织领导能力。  

Abstract：Grassroots are the foundation of the country, and grass-roots governance is the foundation of national governance. At the same time, it is also an important support for national governance. The modernization of national governance has put forward requirements and pointed out directions for grassroots governance, and it also means grassroots governance modernization. Due to the grassroots nature of grass-roots governance, there are limited governance concepts, political qualities, and cultural qualities of grass-roots party organizations and their public officials in the new era, which leads to many negative phenomena such as "derailment" and "lazy politics" in the operation of grass-roots party organizations. Therefore, by updating the concept, integrating resources, monitoring the process, publicizing the results and feedback on the operation of the public power of the grass-roots party organizations, the effectiveness of the operation of the public power of the grass-roots party organizations in the new era and the leadership ability of the grass-roots party organizations will be improved.
